Entrepreneur's Residence Permit – Start-up Visa

The Start-Up Visa, or residence permit for entrepreneurs, is a special type of residence permit designed for foreign nationals who plan to launch an innovative and scalable business project in Spain. Unlike the standard autónomo residence permit, this route does not require the applicant to already have a business at the time of application, and is processed under an accelerated procedure by a special government body. The main requirement is not simply to set up a business, but to demonstrate its innovative value to the Spanish economy.

Key legislation
  • The procedure for obtaining this residence permit is governed by:
    • Law 14/2013 "On support for entrepreneurs and their internationalisation".
    • The review process is handled by the Department for Working with Large Companies and Strategic Groups (UGE-CE), which ensures faster and more predictable turnaround times.
Requirements
The key requirement is a positive assessment of your business project. The assessment is carried out by the competent authority and takes the following criteria into account:
Innovative nature: The project must be new or involve a unique technological solution. Simply opening a shop or café will not suffice.
Economic viability: A detailed business plan must be submitted, demonstrating the project’s financial stability and its potential for growth.
Applicant’s qualifications: Your professional experience, education and skills must meet the project’s requirements.
Job creation potential: The project must have the potential to create jobs in Spain.
Financial resources: You must demonstrate that you have sufficient funds to support the project and your personal living expenses. The required amount in your bank account must be at least 100% of the annual IPREM (€7,200 for 2026) for the main applicant and 50% of the IPREM for each family member. In practice, it is recommended to have a significantly higher amount in the account.
Health insurance: Take out a private health insurance policy with no additional charges or waiting periods for the entire duration of your residence permit.

Certificate of good conduct with an apostille and a certified translation.
A detailed business plan demonstrating the innovative nature of the project.
Documents confirming your qualifications and experience (CV, diplomas).

Application procedure

The process for applying for an entrepreneur’s residence permit differs from standard procedures and is handled centrally via UGE-CE.
  • Project preparation:

    You are drawing up a detailed business plan outlining the innovative product or service, the market, the team and the financial forecasts.
  • Submitting an application to UGE-CE:

    Applications must be submitted directly to UGE-CE. Applications can be submitted from abroad or from within Spain, provided you are in the country legally (for example, on a tourist visa).
  • Hearing of the case:

    UGE-CE will consider your application within 20 working days. If the project is approved, you will be granted a residence and work permit.
  • Visa application (for applicants from abroad):

    Once your application has been approved, you have one month to submit your visa application to the Consulate. The visa will be issued under an expedited procedure.
  • Applying for a TIE card:

    Once you have entered Spain (or received your permit), you must register with the police within one month to have your fingerprints taken. The initial residence permit is valid for three years.
