Residence permit for a highly qualified professional

The Residence Permit for Highly Qualified Professionals (PAC Residence Permit) is a special permit designed to simplify and expedite the relocation to Spain of key staff, managers and professionals with unique skills. The procedure is carried out under Law 14/2013 ‘On Support for Entrepreneurs’, which guarantees that your case will be processed by the special UGE-CE unit in record time. Who is it suitable for?
This type of residence permit is intended for non-EU nationals who meet one of the following criteria:
Leaders and senior managers who oversee large teams or key business areas.
Professionals with higher education qualifications, graduates of prestigious universities and business schools.
Professionals with at least three years’ experience, which may be regarded as equivalent to a high level of qualification, even without a relevant higher education qualification.
Key legislation
  • Law 14/2013 "On support for entrepreneurs and their internationalisation". This law removes the procedure from the general, slower-paced system for matters concerning foreign nationals and transfers it to the jurisdiction of the Unit for Large Companies and Strategic Entities (UGE-CE).
Requirements
Requirements apply to both the employer and the specialist themselves, with salary levels being a key factor.
1. Requirements for the company:
The employer must meet one of the following criteria:
  • To be a large company (with more than 250 employees in Spain).
  • Belong to a strategic sector (technology, renewable energy, pharmaceuticals, etc.).
  • To be a small or medium-sized enterprise (SME) operating in a sector recognised as strategic.
  • To implement a business project that is in the public interest.
2. Job requirements and salary:
  • The role must be a skilled position (manager or technical specialist).
  • Salaries must not be below the specified threshold (figures for 2025):
  • For managers and directors: at least €55,000 per year.
  • For technical specialists and graduates: at least €45,000 per year. (These thresholds may be lowered in certain cases for small businesses in strategic sectors.)
3. Requirements for the specialist:
  • Hold a higher education qualification (bachelor’s, master’s or postgraduate degree) OR have at least three years’ proven professional experience in the relevant field.
  • No criminal convictions in Spain or in the countries of residence over the last 5 years.
  • To have private or state health insurance.
Required documents

A declaration (Form MI-T) signed by the company.
A full copy of the specialist’s passport.
A specialist’s CV.
An employment contract signed by both parties, specifying the salary and job title.
A company profile (memoria descriptiva) describing its activities and job profiles.
A degree certificate (with an apostille and translation) or documents confirming three years’ work experience.
Certificate of good conduct (with an apostille and translation).
Receipt for payment of stamp duty.

Application procedure

The entire process is initiated by the employer and is characterised by its speed.
  • Submitting an application to UGE-CE:

    The company submits the full set of documents online via the UGE-CE electronic platform.
  • Fast-track processing:

    The processing time for the application is 20 working days. If no response is received, the application is deemed to have been approved under the principle of ‘administrative silence’.
  • Obtaining a visa (if you are outside Spain):

    Once your application has been approved, you should submit your visa application to the Spanish Consulate. The processing time for the visa is 10 working days.
  • Applying from Spain (if you are in the country legally):

    You can apply for this residence permit whilst legally residing in Spain (for example, on a tourist visa or student residence permit), and proceed to apply for the card immediately upon approval.
  • Applying for a Resident Card (TIE):

    Upon arrival in Spain (or following approval within the country), you must register with the police within one month to have your fingerprints taken. The initial residence card is valid for three years.
