This is a special permit granted by Spain to university graduates to give them time to look for work that matches their qualifications or to prepare to launch their own innovative project.

Who is it suitable for?
Non-EU foreign nationals who:
Have completed a higher education degree (Grado, Master’s, PhD or equivalent) in Spain.
They want to stay for 12 months to look for work or set up a business.
Key legislation
    • Law 14/2013 (Seventeenth Additional Provision).
    • Royal Decree 1155/2024 (Article 190.4).
Requirements
The permit is valid for 12 months.
Qualifications: Please provide a degree certificate or other document confirming successful completion of higher education (at a level equivalent to a university degree or higher).
Insurance: Full medical insurance (with no excess) must be in place for the entire period (12 months).
Funds: Proof of financial means for 12 months (at least 100% of the IPREM per month).
Meeting deadlines: Submit your application by the specified deadline.

A copy of your passport.
A copy of the student’s current TIE.
A degree or certificate of graduation from a higher education institution.

Application procedure

  • Obtaining proof of education: 

    Submission of a degree or an official certificate confirming the successful completion of higher education in Spain.
  • Preparing equipment and safety gear:

    Proof of sufficient financial resources for 12 months (100% of the IPREM) and comprehensive health insurance.
  • Submitting an application: 

    Submission of the application (Official Form EX-03) in person by the applicant or by their representative to the Immigration Office (Oficina de Extranjería).
  • Assessment and decision:

    Awaiting a decision Extranjería. The official processing time is 3 months.
  • Next step:

    Obtaining a residence permit without the right to work. Within 12 months — finding employment or starting a business and submitting an application to change this status to a work residence permit via a simplified procedure.
