Change of status: "From Residence Permit 4/2000 to Residence Permit 14/2013"

This procedure enables Spanish residents who are currently covered by the general regime (Organic Law 4/2000, e.g. non-lucrative residence, family reunification) to switch to a more flexible and advantageous international mobility regime governed by Law 14/2013 (the Entrepreneurs Act).

Who is it suitable for?
Non-EU foreign nationals who:
Already hold a valid residence permit under the general scheme (Law 4/2000).
Meet the criteria for one of the categories of residence permits under Law 14/2013: investor, entrepreneur, highly qualified professional, or digital nomad.

    The first permit under Law 14/2013 (following the transition) is issued for three years, rather than for one year as under the General Regime.
Requirements
The requirements depend on the category selected under Law 14/2013:
Highly qualified professional: An employment contract with a Spanish company and a salary exceeding the specified threshold (usually 1.5–2 times the national average).
Entrepreneur: An approved innovative business plan.
Investor: Making a substantial investment (for example, €500,000 in property).
Digital Nomad: Meeting the criteria for remote work for a foreign company (income from Spanish clients must not exceed 20%).

Main list
Application form for the relevant type of residence permit under Law 14/2013 (Form MI-T/MI-F).
A valid passport.
A copy of the current TIE.
Documents confirming eligibility for the selected category (employment contract, business plan, proof of investment).
Certificate of no criminal convictions (if required).

Application procedure

  • Gathering of documents and justification:

    Preparation of a complete set of documents confirming eligibility for the chosen category Law 14/2013 (e.g. an employment contract with a high salary or a business plan).
  • Submission (online): 

    Applications must be submitted exclusively online via the electronic portal for large enterprises and organisations (UGE-CE). Important: Applications for family members must be submitted at the same time as the main application.
  • Review period: 

    Fast-track processing of the application UGE-CE. The processing time is just 20 working days.
  • Obtaining a decision: 

    Upon approval, the old residence permit is automatically cancelled (Law 4/2000) and a new permit is issued under Law 14/2013 for 3 years.
  • TIE registration:

    Within one month of approval, apply to the police for a new TIE card.
