Who is it suitable for?
Non-EU foreign nationals who:
They actively cooperate with the police, the Crown Prosecution Service or the courts in investigating crimes committed by organised criminal networks.

    • Royal Deree 1155/2024 (Articles 142, 144, 145–147).
Requirements
Temporary permit: 6 months (for the duration of the collaboration).
Final authorisation: 5 years (following confirmation of cooperation).
Cooperation: An official report from the police, the Crown Prosecution Service or a court confirming active and substantial cooperation in the fight against criminal networks.
Good character: No criminal convictions.

Application procedure

  • Initiation:

    Initiation of the process by means of an official request from a competent authority (regarding security or public interest) confirming the need for a residence permit.
  • Gathering documents:

    A complete set of documents confirming the applicant’s good standing.
  • Submitting an application:

    Submission of the application (Official Form EX-10) by the applicant in person or through their representative.
  • Consideration:

    There is no strict deadline for consideration, but it is treated as a priority due to the nature of the collaboration.
    Consequences of the expiry of the deadline: The principle of ‘administrative silence’ (silencio negativo) applies.
  • Obtaining a permanent residence permit:

    If the final decision is positive, you will be granted a residence permit with the right to work, valid for five years.
