Who is it suitable for?
Non-EU foreign nationals who:
Have lived in Spain continuously for at least two years.
They do not have an employment contract for Arraigo Social.
Are willing to undertake formal training (for example, to obtain a professional qualification certificate).

Requirements
A residence permit (without the right to work) is issued for one year, with the option to extend it for a further year to allow the holder to complete their studies.
Residence: You must prove that you have resided in Spain continuously for at least two years. Absences from Spain must not exceed 90 days in total.
Good character: No criminal convictions in Spain or in countries of previous residence.
Training: To undertake to complete training leading to the award of:
  • An official qualification (título oficial) or
  • Certificate of Professional Competence (Certificado de profesionalidad).
Enrolment: Submit proof of enrolment on a course (matrícula) within three months of receiving a positive decision on your residence permit.

Application procedure

  • Preparation for the course:

    Decide on the course you wish to take (it must lead to an official qualification or certificate of professional competence), and obtain a pre-enrolment document (compromiso de matrícula).
  • Gathering documents:

    Gather proof of two years’ residence (historical Empadronamiento) and certificates of good conduct.
  • Submitting an application:

    The application (Official Form EX-10) must be submitted to the Immigration Office (Oficina de Extranjería).
  • Processing time:

    The official processing time is three months.
  • Applying for a residence permit:

    If approved, a residence permit is issued for a period of one year (without the right to work).
  • Actual entry:

    Within three months of receiving a positive decision, you must submit a document to the Immigration Office confirming that you have successfully enrolled on the course (matrícula efectiva). Failure to meet this deadline will result in the cancellation of your residence permit.
  • Switching to a work residence permit:

    Once you have successfully completed your course, you will be able to apply to convert this residence permit into a ‘residencia y trabajo’ permit, provided you have an employment contract.
